Currently, various undertakings are being realized in which both individuals and private firms as well as government offices and organizations are correlated. The correlation results from satisfying people.s needs for delivery of certain goods, services and information. Spatial information has become one of the most valuable types of information and its delivery is a fast developing sector of geoinformation services. In a jumble of information and with many types of spatial data both traditional (paper) and digital (raster and vectorial files), it is very difficult to find data which meet definite criteria. Therefore, creation of metadata was started. Metadata, or catalogued information about data, are made according to different national standards. This paper presents different aspects of metadata creation for data resources in powiat (district) and voivodeship (province) geodetic and cartographic offices (PODGiK and WODGiK). It discusses issues connected with: users of metadata which have access to geoportals . potential customers of PODGiK and WODGiK, current methods of creating metadata and data certificates (with examples) for resources managed in traditional and digital way in PODGiK and WODGiK, levels of metadata collection depending on digital organization of spatial data, possibilities of metadata creation according to ISO 19115 standard, The necessity to elaborate Polish metadata profile as a remedy for certain limitations of ISO 19115 standard. Metadata created in PODGiK and WODGiK will play a key role in the future cooperation and mutual communication of offices, commercial firms and other organizations. So the problem is how to properly create and publish metadata for spatial data collected in powiat and voivodeship geodetic and cartographic offices.
