W artykule omówiono podstawy i implikacje ekonomiczne Ramowej Dyrektywy Wodnej. Na tym tle przedstawiono obecne instrumenty ekonomiczne, według ustawy Prawo wodne, służące gospodarowaniu wodami i rolę jaką spełniają. Obrazują to wielkości przychodów Narodowego Funduszu Ochrony Środowiska i Gospodarki Wodnej (NFOŚiGW) za należności i opłaty z tytułu art. 142 ustawy Prawo wodne. Zaprezentowano też opłaty za pobór wód i zrzut ścieków oraz wielkość kar za przekroczenie warunków wprowadzania ścieków do wód i do ziemi oraz ich rolę, wskazując na wielkość wydatków NFOŚiGW na finansowanie ochrony wód i gospodarki wodnej. Jednocześnie omówiono finansowanie gospodarki wodnej według planu finansowego państwa na lata 2010- 2013 oraz wielkość i strukturę nakładów w projekcie polityki wodnej państwa do roku 2030, z uwzględnieniem etapu do roku 2016. Przedstawione fakty obalają pewne mity na temat możliwości finansowania gospodarowania wodami i ochrony wód w ramach istniejących rozwiązań prawnych i obecnych instrumentów eko-nomicznych. Niewątpliwie konieczny jest nowy system finansowania gospodarki wodnej.

The article discusses the foundations and the economic implications of the Framework Water Directive. It presents also the current water management economic instruments introduced by the Water Law Act and the role they play, illustrated by the amounts of revenues of the National Fund for Environmental Protection and Water Management for liabilities and fees under the article 142 of the Water Law Act. The author also presents fees for water intake and wastewater discharge, as well as the amount and role of penalties for introducing wastewater to waters and to soil, at the same time indicating the amount of expenses of the Fund for financing the water protection and water management. The article discusses also the water management financing according to the state financial plan for the years 2010-2013 and the amount and structure of outlays in the draft state water policy till the year 2030, taking into consideration the stage to 2016. The presented facts dispel some myths about the possibility to finance the water management and water protection within the existing legal solutions and economic instruments. It is without a doubt that a new system of water management financing is necessary.
