Security and Vulnerability of Power Systems under Terrorist Threat

Abstrakty
Celem artykułu jest zwrócenie uwagi na problemy, które mogą zaistnieć w wyniku dynamicznego procesu w określonych punktach systemu elektroenergetyczne- go wskutek zagrożenia terrorystycznego z zastosowaniem mikrofalowej broni o dużej mocy rażenia. Uwagę zwrócono głównie na rodzaje ataków terrorystycznych i ich skutki dla systemu elektroenergetycznego. Jako miarę wrażliwości systemu na atak przyjęto poziom ubytku mocy. Przedstawiono możliwe wytyczne bezpieczeństwa, które można zastosować w praktyce, w celu ograniczenia negatywnych skutków ataku terrorystycznego. Przeanalizowano matematyczne modele określonych stanów sytemu elektroenergetycznego po ataku terrorystycznym. Szczegółowej analizie poddano i zinterpretowano wyniki symulacji komputerowych. Przedstawiono przykłady ilustrujące omawiane zagadnienia.
The paper is aimed on a worthy of attention set of problems concerning dynamic processes which can result in respective points of a power system after a terrorist threat with using microwave high power weapons. The main attention is focused on presentation of various forms of possible terrorist attacks and their effects appeared in the power system. A level of power deficiency is taken as a measure of the power system vulnerability to the terrorist attack expressed by its conventional intensity. Possible security guidelines which can be applied in practice to limit negative effect of a terrorist attack are presented. Mathematical models of respective states of the power system after a terrorist attack are analysed. Results of computer simulations are subject of detailed analyses and their interpretations are examined. Respective illustration examples are presented.
