The article summarizes the experience of implementation of a complex international project to improve the services quality and increase energy-efficiency of the public institutions in Ukraine. The peculiarities of the rural area facilities, survey stages, approaches to establish the basic level of energy consumption during the energy audit (calculation and instrumental methods) are highlighted in this article. The effect of the implementation of the recommended energy saving measures is determined and the energy-efficiency classes are assessed. The technical and social aspects of the project implementation are presented.
