Poland’s military security management system is organised within the framework of national security management system. Its basic elements involve public administration bodies and heads of organisational units (President, Prime Minister, ministers and heads of central government administration bodies – designated by the Prime Minister, and governors of provinces (voyvodships)), Polish Armed Forces command bodies and Polish Armed Forces’ Supreme Commander since his appointment. In wartime Central Command Post for the Defence of the State is activated involving the command post of the President, Prime Minister and designated members of the Ministers’ Council, while the War Command System is activated in the Polish Armed Forces. The drawbacks of the Polish military security command system include the lack of explicit competence solutions in President - Prime Minister relations, too large number of Polish Armed Forces’ “central” command bodies (Chief of General Staff, four commanders of Armed Forces branches, Operational Command commander, the Armed Forces’ Supreme Commander), not very precise procedures of decision making for public authorities bodies, lack of the Armed Forces’ Supreme Commander in peacetime (e.g. lack of training and preparations for candidates to perform this function). Improving Polish military security management procedures should firstly aim at solving the issue of appointing the Polish Armed Forces’ Supreme Commander. According to Polish law this function is to be performed by a military man, which is an anachronistic solution. Present conflicts, civil wars in particular, are led with joint effort of the whole nation. Therefore, national defence in most countries is managed by officials who perform all executive powers. Depending on the country, this function is performed by the prime minister (chancellor) or president. A special necessity appears to ensure the Polish Armed Forces’ joint command on the central level. Thus it is justifiable to differentiate three joint elements: the first one - (joint) mixed boards for the subject matters, the second one - staffs of Armed Forces’ branches and the third one - (joint) mixed integrated suport commands for all Armed Forces' branches.
