W części pierwszej artykułu usystematyzowano pojęcia i definicje odnoszące się do transportu multimodalnego, intermodalnego i kombinowanego oraz przedstawiono autorską ocenę ewolucji pojęć jaka miała miejsce w dokumentach wspólnotowych. Następnie omówiono najważniejsze dokumenty wspólnotowe dotyczące transportu kombinowanego/intermodalnego oraz dokonano oceny polityki transportowej w sferze promowania tegoż transportu. Podjęto próbę odpowiedzi na pytania: czy rozwój transportu intermodalnego powinien być stymulowany przez instrumenty polityki transportowej? Czy też powinien o tym decydować rynek? Zdaniem autora, jeśli nie będą wdrażane instrumenty polityki transportowej wspierające transport intermodalny, to będzie trudno przenieść nawet 30% pracy przewozowej (w tkm) z transportu drogowego do bardziej zrównoważonych gałęzi transportu - zgodnie z jednym z celów polityki transportowej UE zapisanym w białej księdze z 2011 r.

The article comprises of two parts. The first is focused on methodological issues concerning the basic concepts and definitions. i. e. multimodal, intermodal and combined transport. Author of article presents his critical opinions on evaluation of those concepts presented in UE's documents. The second part of article, contains the evaluation of the EU's transport policy in the field of combined/ intermodal transport in Europe as a instrument of modal shifting at transport market in Europe. By the author promotion and support for combined/ intermodal transport development is fully justified from social, environmental and economic points of view - being in accordance with sustainable development and sustainable mobility principles. It means, that not market but support of intermodal transport under transport policy can provide to achieve one of the main goal of UE's transport policy, namely shifting of 30% road tonno- kilometres over 300 km to more sustainable modes of transport by the year 2030 and more than 50% by 2050, facilitated by efficient and green freight corridors.
