Treści artykułu poruszają problematykę funkcjonowania Sił Zbrojnych Rzeczypospolitej Polskiej (SZ RP) i ich elementów organizacyjnych w obszarze bezpieczeństwa wewnętrznego państwa. Dokonano identyfikacji właściwości systemu bezpieczeństwa wewnętrznego państw oraz podstaw prawnych realizacji zadań przez jednostki organizacyjne Sił Zbrojnych Rzeczypospolitej Polskiej, które są elementami terytorialnego systemu zabezpieczenia logistycznego. Celem artykułu jest próba określenia możliwości organizacyjnych i wykonawczych, realizacji zadań logistycznych na rzecz poszkodowanych oraz organów administracji samorządowej i państwowej przez jednostki organizacyjne tworzące terytorialny system zabezpieczenia logistycznego SZ RP.

The content of the article deals with the issue of the functioning of the Polish Armed Forces and their organizational elements in the area of internal security of the state. The properties of the internal security system of the state were identified and the legal basis for the of tasks realization by the organizational units of the Polish Armed Forces, which are elements of the territorial logistics support system The aim of the article is to determine organizational and executive possibilities, implementation logistic tasks for victims and local and state administration authorities by organizational units creating territorial logistics support system of the Polish Armed Forces.

Logistyka kontraktowa stwarza określone możliwości pozyskiwania zewnętrznych zasobów logistycznych na rzecz wojsk, tym samym zwiększania potencjału logistycznego Sił Zbrojnych Rzeczypospolitej Polskiej co autor uznał za istotny cel badań. Niekiedy podejmowane są działania, w ramach systemów logistycznych sił zbrojnych, bezrefleksyjnie naśladujące rozwiązania biznesowe. Nie oznacza to, że należy zrezygnować z prowadzenia badań i wdrażania praktycznych rozwiązań do tych systemów bazujących na teorii i praktyce logistyki gospodarczej. Artykuł zawiera wyniki badań koncentrujące się na ogólnej charakterystyce podmiotów zewnętrznych jako źródle zasobów logistycznych dla SZ RP, istocie logistyki kontraktowej, logistyce kontraktowej jako przedsięwzięciu w wojskowym systemie logistycznym, logistyce kontraktowej jako determinancie relacji w terytorialnym systemie zabezpieczenia logistycznego wojsk. Artykuł przedstawia wyniki badań osiągnięte w oparciu o podejście systemowe do logistyki, przy czym wykorzystano analizę systemową i analizę porównawczą jako główne metody badań. Wykorzystano także fragmenty wyników badań własnych, które autor przeprowadził metodą delficką w latach 2010-2011.

Contract logistics creates specific opportunities to acquire external logistic resources for the benefit of the army, thereby to increase the logistics potential of the Armed Forces of the Republic of Poland, which the author considered as an important research goal. Sometimes actions are taken, within the framework of logistic systems of the armed forces, which imitate business solutions without reflection. This does not mean that one should give up conducting research and implementing practical solutions to these systems based on the theory and practice of economic logistics. The article contains the results of research focusing on the general characteristics of external entities as a source of logistic resources for the Polish Armed Forces of the Republic of Poland, the essence of contract logistics, contract logistics as a venture in the military logistic system, contract logistics as a determinant of relations in the territorial logistics support system of the army. The article presents the results of research based on a system approach to logistics, using system analysis and comparative analysis as the main research methods. Fragments of own research results were also used, which the author carried out using the Delphi method in 2010-2011.
