Constant communication problems, increasing urban pollution and increased passenger demand make it a priority for every major city to have a well-integrated and well-integrated public transport system that provides residents with access to all major facilities, areas and infrastructure. The work is of theoretical and cognitive nature. The first part presents the problems encountered in the functioning of urban transport and the factors of attractiveness of urban transport. The second section presents the structure of urban transport, based on the example of MPK in Rzeszow, depending on various aspects and the results of surveys on the evaluation of urban transport. Research has shown that residents of Rzeszow are satisfied with the operation of urban transport, but the quality of services offered to passengers should be constantly monitored and adjusted to their needs.

Nieustanne problemy komunikacyjne, zwiększające się zanieczyszczenie obszarów miejskich oraz rosnące potrzeby przewozowe mieszkańców powodują, że sprawą priorytetową dla każdego dużego miasta jest sprawna i dobrze zintegrowana komunikacja zbiorowa, zapewniająca mieszkańcom możliwość dostępu do wszystkich najważniejszych obiektów, terenów i infrastruktury. Praca ma charakter teoretyczno-poznawczy. W pierwszej części przedstawiono problemy występujące w funkcjonowaniu transportu w miastach oraz czynniki atrakcyjności transportu miejskiego. Natomiast w drugiej przedstawiono strukturę transportu miejskiego na przykładzie MPK w Rzeszowie w zależności od różnych aspektów oraz wyniki badań ankietowych dotyczących oceny komunikacji miejskiej. Badania wykazały, że mieszkańcy Rzeszowa są usatysfakcjonowani funkcjonowaniem transportu miejskiego niemniej jednak jakość usług oferowanych pasażerom powinna być ciągle monitorowana oraz dopasowywana do ich potrzeb.

W artykule omówiono problemy transportu w miastach polskich, które są elementem systemu transportowego całego kraju. Im system transportowy miast jest sprawniejszy, tym sprawniejszy jest system transportowy kraju. Zwrócono uwagę na rolę, jaką pełni system transportowy w miastach, wskazano na jego aktualne problemy. W dalszej części omówiono politykę transportową państwa w szczególności z uwzględnieniem tej części, która dotyczy miast. Na końcu przedstawiono Krajową Politykę Miejską 2023, jej założenia i cele.

Paper discussed the transport problems of Polish cities, which are element of transport system of all country. If the transport system of cities is efficient than transport system of country is more efficient. The role of transport system of cities and actual problems in mentioned area were stressed. Furthermore, transport policy of country referring cities part were discussed. In the end the National Municipal Policy 2023 and its objectives and assumptions were presented.

Funkcjonowanie transportu miejskiego jest dosyć problematycznym zagadnieniem, szczególnie jeżeli chodzi o duże miasta, a do takich należy Warszawa, której powierzchnia wynosi 517,24 km2, a liczbę ludności dziennej w mieście szacuje się pomiędzy 2,41 – 2,46 (Bijak, Kicinger i Kupiszewski, 2007), milionów osób. Są to ogromne wartości niespotykane praktycznie w żadnym innym miejscu w kraju. Artykuł przedstawia problemy funkcjonowania transportu miejskiego w Warszawie.

The operation of urban transport is quite problematic issue, especially when it comes to the big city and to be in Warsaw, where the area is 517,24 km2 and the population living in rates between 2.41-2.46 million people. These are great value virtually unheard of anywhere else in the country. The article presents the problems of urban transport in Warsaw. W artykule przedstawiono analizę i ocenę perspektyw rozwoju systemu komunikacji miejskiej w Lublinie. Opisano możliwości rozwojowe miasta. Szczególną uwagę zwrócono na zasady dostosowania taboru do wymogów Unii Europejskiej w zakresie ochrony środowiska, a także na wpływ czynników demograficzno – społecznych. Uwzględniono infrastrukturę techniczną komunikacji w Lublinie (zajezdnie, obiekty użytkowe przedsiębiorstwa i przystanki, trakcje trolejbusowe) oraz układ linii komunikacji autobusowej oraz trolejbusowej. Przedstawiono również konkretne propozycje rozwiązań rozwojowych: rozwój trakcji trolejbusowej, budowę dworców przesiadkowych, rozwój komunikacji autobusowej oraz propozycje wprowadzenia nowych ekologicznych źródeł zasilania autobusów komunikacji miejskiej.

The paper presents analysis and evaluation of development prospects for public transport system in Lublin. The possibilities of the city's development were desribed. Particular attention was paid to the rules of adjustment of rolling stock to the EU requirements in the field of environmental protection, as well as the influence of demographic and social factors. The analysis takes into account the technical infrastructure of public transport in Lublin (depots, utility buildings, bus stops, and trolleybus traction) and bus and trolleybus line system. Some proposals of development solutions were also presented: development of trolleybus traction, construction of transfer stations, development of bus services and introduction of new environmentally friendly drivetrains of urban buses.
