Jednym ze składników potencjału obronnego państwa jest potencjał gospodarczo-obronny, którego źródłem są ogniwa gospodarczo-obronne w obrębie nie-militarnego podsystemu wykonawczego systemu obronnego państwa. Zakres działalności tego typu ogniw obejmuje również transport, w tym transport intermodalny, który szczególnie warto rozwijać z uwagi na szerokie spektrum zalet i korzyści dla jego interesariuszy. Zapewniając użyteczność czasu i miejsca, transport intermodalny tworzy pewnego rodzaju fundament do prawidłowego funkcjonowania i rozwoju wszystkich ogniw, których naczelnym zadaniem jest tworzenie potencjału gospodarczo-obronnego. Poniekąd, transport intermodalny pozwala uruchomić, wyzyskać ten potencjał.

National potential of defence consists of many components. One of them is national's economic potential of defence which is created by many units placed within the non-military executive subsystem of the national defence system. The scope of activity of these units also includes intermodal transport, which is particularly worth developing due to the wide range of advantages and benefits for its stakeholders. Ensuring the usability of time and place, intermodal transport creates a kind of foundation for the proper functioning and development of all units, whose main task is to create national's economic potential of defence. In a sense, intermodal transport allows to run, exploit this potential.

The study attempts to analyse the competence and task standards of the Minister of National Defense in the area of the national cybersecurity system. The author distinguishes four types of functions that the Minister of National Defense performs in the created cybersecurity system in Poland. In this system, this entity is at the same time one of the specialized bodies competent for cybersecurity, at the same time the body separate and independent from them, and the entity managing CSIRT MON and a member of the College for cybersecurity.

Opracowanie podejmuje próbę analizy norm kompetencyjnych i zadaniowych ministra obrony narodowej w zakresie krajowego systemu cyberbezpieczeństwa. Autor wyróżnia cztery rodzaje funkcji, jakie w kreowanym ustroju cyberbezpieczeństwa w Polsce pełni minister obrony narodowej. Podmiot ten jest w tym systemie jednocześnie jednym z wyspecjalizowanych organów właściwych do spraw cyberbezpieczeństwa, a jednocześnie odrębnym i niezależnym od nich organem, prowadzącym CSIRT MON oraz członkiem Kolegium do spraw cyberbezpieczeństwa.

W artykule przedstawiono zarys koncepcji Wojsk Obrony Terytorialnej jako piątego komponentu Sił Zbrojnych RP oraz ich miejsce w systemie bezpieczeństwa państwa. Zgodnie z koncepcją Ministerstwa Obrony Narodowej, Wojska Obrony Terytorialnej mają prowadzić ochronę i obronę miejscową w stałych rejonach odpowiedzialności we współdziałaniu z wojskami operacyjnymi oraz z miejscowymi organami władzy, służbami i organizacjami pozarządowymi (także paramilitarnymi), a także całym lokalnym społeczeństwem. Autor poddaje analizie strukturę, zadania oraz wyposażenie tego rodzaju sił zbrojnych. W pracy przytoczono także opinie ekspertów zajmujących się tematyką z obszaru bezpieczeństwa narodowego.

The article presents the concept of the Territorial Defense Force (TDF) as the fifth component of the Armed Forces of the Republic of Poland. Author elaborates the place of that formation in the national security system. According to the concept of the Ministry of National Defense, the Territorial Defense Forces are going to provide protection and defend areas of permanent responsibility in the close co-operation with the operational army units and local authorities. Very important role for the TDF is tight liaison with non-governmental organizations (incl. paramilitary) and with the entire local community. The author analyzes the structure, tasks and equipment of the new formation. The article also contains the opinions of experts, who are concerned with security and national defense issues.

Publikacja przybliża rolę, jaką w bezpieczeństwie narodowym Stanów Zjednoczonych pełni Gwardia Narodowa. W pracy odniesiono się do tradycji historycznych, które ukształtowały współczesny charakter tej formacji, określono jej usytuowanie w systemie prawnym USA, przybliżono jej zadania oraz kwestie organizacyjno-finansowe. Gwardia Narodowa USA to powszechna organizacja wojskowa Sił Zbrojnych USA o charakterze terytorialnym. Posiada gęstą sieć jednostek lądowych i lotniczych, rozlokowanych na terytorium całego państwa. Jest ściśle związana z władzami stanowymi i lokalną administracją. To formacja przygotowana zarówno do pełnienia misji o charakterze federalnym jak i stanowym. W trakcie pełnienia misji federalnych funkcjonuje jako wyspecjalizowana formacja rezerwowa Sił Zbrojnych USA. Wspiera misje bojowe, pokojowe i humanitarne, prowadzone przez USA na całym świecie. Wykonując zadania na szczeblu stanu, wspiera władze i społeczeństwo w zakresie bezpieczeństwa powszechnego.

This publication shows the role of the National Guard in the national security of the United States. In this paper reference is made to the historical tradition, which have shaped the contemporary nature of this formation, indicates its position in the U.S legal system and brought closer to its mission and organizational and financial issues. U.S. National Guard is a common territorial military organization of the Armed Forces of U.S. It has a dense network of land and air units, spread over the whole country. It is closely linked with state and local administration. It is closely linked with state and local administration. This formation is prepared to fulfill both, the mission of a federal or state. In the course of their mission, functions as a specialized federal reserve formation of the U.S. Armed Forces. Supports combat missions, peaceful and humane, run by the U.S. around the world. Carrying out the tasks at the level of state support the authorities and society in terms of public safety.

In the light of Polish law regulations, common self-defence is a component of civil defence in the area of population protection and rescuing the injured, provided that civil defence has an inter-disciplinary dimension and is conducted not only by civil defence forces. The activities of the population’s common defence include only wartime and the warthreatening period, activities of a getting ready character refer only to peacetime. This state does not reflect the reality as current threats to national security concern not only wartime events but also many others, both of conflict and non-conflict character. National defence - that is the whole means and forces of the state, their mutual relations and processes (procedures and mechanisms), influencing their environment in order to prevent and counteract all kinds of threats aiming at the national interest, threats against social values which could lead to break off social, economic and political ties. Common self-defence has its place in national defence. It is a form of national defence, which consists in spontaneous (permanent and temporary) population’s organisation in their place of residence in order to counteract life and health hazards, threats to their possession, to the environment resulting from human actions and nature forces - against people and the nature. Common self-defence includes non-governmental activities participated by nongovernmental institutions, churches and individual citizens who in time of threat undertake individual or collective preventive actions.
