Restrukturyzacyjne zmiany w polskiej armii dokonane na przestrzeni ostatnich lat, spowodowane przyjęciem do struktur NATO, profesjonalizacją wojska oraz koniecznością funkcjonowania w określonym otoczeniu społeczno-politycznym wpłynęły na ewolucję sytemu zabezpieczenia logistycznego sił zbrojnych. Szczególnie istotnym parametrem funkcjonowania zabezpieczenia logistycznego okazuje się efektywność stosowanych rozwiązań, a jako drogę do osiągnięcia jej optymalizacji wskazano współpracę wojskowego systemu logistycznego z gospodarką narodową oraz integrację z otoczeniem wewnętrznym (wojskowym) i zewnętrznym (narodowym i międzynarodowym). W określonych uwarunkowaniach funkcjonowanie terytorialnego systemu zabezpieczenia logistycznego wojsk nabiera sukcesywnie nowych treści. Dotyczą one nowych rozwiązań w organizacji i realizacji zabezpieczenia logistycznego.

The restructuring changes in the Polish Armed Forces made within the recent years caused by Poland access to the NATO structures, professionalization of the military and urgency of functioning in the social-political surroundings had an impact on the progress in evolution of the logistic support system of armed forces. An extremely important parameter of logistic support functioning is effectiveness of applied solutions whereas the way to achieve its optimization is cooperation between the military logistics system and national economy as well as integration with the internal (military) and external (national and multinational) environment. Under favorable conditions functioning of the territorial system of logistic support for the military, gains entirely new concepts. They concern new solutions in organizing and providing the logistic support.

Zastosowana metoda badawcza bazuje na ogólnej teorii systemów, analizie i syntezie systemowej oraz inżynierii systemów logistycznych.

The paper presents the conceptual foundation of building the military logistic system, which includes 6 subsystems (systems) organizational and functional: logistics control security system , material security system, technical security system, medical security system, communication security system and infrastructure security system. The applied research method is based on general systems theory, analysis and synthesis of system engineering and logistics systems.

One of the method for improving the logistical support of troops in modern conditions the functioning of the armed forces seems to be broad deployment innovative solutions in the military logistics system. How shows experience of leading armies of NATO (North Atlantic Treaty Organization), a good source of innovation are selected solutions successfully used in civilian logistics sector. The aim of this article is to identify opportunities for the use of innovative logistics solutions used in the civil sector in the implementation of tasks of logistical support troops.

Implementation of tasks logistical troops is inextricably linked to the use of different kinds of resources. Their creation and maintenance at the required level is one of the key objectives of the military logistics system. The dynamics of changes in the military and the complexity of the logistical tasks that meet the needs of a broad spectrum of men, implies a rational, continuous process improvement management logistics of the armed forces. The aim of this article is to identification of key dilemmas associated with contemporary resource management logistics in the Polish Armed Forces.

The proper functioning of the armed forces requires a well-organized logistics sphere of security forces. The degree of fulfillment of tasks by elements of the military logistics system depends on the performance of operational tasks and training by military units. The purpose of this article is to signal the key dimensions of military security of the logistics system, particularly important from the perspective of effective implementation of training and operations by the armed forces.

W artykule przedstawiono w syntetycznym ujęciu historię logistyki wojskowej i jej tendencje rozwojowe wynikające ze zmian w prowadzeniu działań bojowych. Na tym tle omówiono główne zadania i procesy logistyki wojskowej na poszczególnych poziomach funkcjonowania. Następnie szczegółowiej odniesiono się do kluczowych obszarów funkcjonowania logistyki wojskowej, takich jak: dystrybucja zasobów, planowanie i kontrola zasobów oraz skuteczność i efektywność systemów logistycznych. Przeprowadzono przy tym analizę porównawczą tych obszarów odnosząc się do systemów logistycznych podmiotów cywilnych. Wybrane przykłady poparto doświadczeniami z historii operacji wojskowych.

In the article there is presented shortly history of military logistics and its development trends resulting from changes in a way of carrying out combat operations. On that background the main tasks of military logistics were presented at the different levels of functioning. Then, in more detail, the key areas of the military logistics were described, such as: distribution of resources, planning and control of resources and the effectiveness and efficiency of logistics systems. The comparative analysis of the mentioned areas were performed referring to logistics systems of civilian actors. In order to emphasized some thesis, the chosen examples were cited from the history of military operations.

Nowadays logistical support in the army is repeatedly done using the potentials of both the military and civilian. According to the doctrinal, military logistics system should strive to use civilian resources when this is justified operationally and economically possible in the current legal environment. The aim of this article is to identify the role and importance of military-civilian cooperation in the development of the logistics system the Polish Armed Forces.

The article continues on military logistic system modelling presented in Part 1 and focuses, due to system research methodology, on the second phase of modelling process called decision modelling. Its aim is to find a set of limitations and criterion function determining the logistic system managing. Contrary to identification model, the decision model includes military logistic system in the operations dynamics as a series of appropriately controlled logistic support processes. In general, the way to manage this system should be optimal due to accepted evaluation criterion of its effectiveness. Searching for strategies leading to fulfill this criterion is the main aim of the whole modelling process. Modern computer technology, expert systems in particular contribute greatly in the development and improvement of decision modelling.

The article presents a concept of military logistic system modelling expressed by a formal mathematical topology apparatus. The military logistic system under research was divided into two morphological models – of identification and decision. In Part 1 the identification model has been discussed which, according to a general systems theory was defined using an orderly three including: the task of operation and basic functions, organisational components and relations and links between these elements. The identification model determines the functional and military structure of military logistic system, which in a practical approach consists of five working systems – supplies, exploitation, medical, communication and military infrastructure systems and command system. These components have been presented in a uniform convention of the general systems theory.

The article presents a mathematical model of military logistic systems infrastructure built in a general systems theory convention. Three categories of logistic infrastructure comprising physical transmission infrastructure, logistic services’ infrastructure and information streams infrastructure have been subordinated for each of the six traditionally selected logistic functional systems. Respective logistic infrastructure categories have been presented according to unified system as an arranged set of components and relations joining the elements themselves and with the outside environment. Logistic infrastructure defined in this way makes a system transformation platform of statistical logistic resources in dynamic logistic processes that enable developing appropriate logistic support tasks.

Tendencies and expectations concerning the logistic support organisation, range and quality of forces fighting on a contemporary and future battle field have been presented in the article. This perspective has been limited to the nearest years. Expected directions of combat means development and its conducting by the land forces have been described. New combat means and their usage in defence and attack have been characterised. There have been analysed the directions of the forces logistic support development and using logistic service new equipment: armoured personnel carrier and cargo helicopter. The necessity to use medical helicopters and medical APCs to assure the forces medical protection has been warranted.

Achieving a complete interoperability of the Polish Armed Forces logistics with NATO logistics is connected not only with a full adaptation of our defence infrastructure and Polish logistic principles and structures to NATO standards but also with the change of logistic, commanding in particular, staff mentality and ways of activities. The idea is so that appointed forces would achieve the ability to render, take and use mutual services in order to gain appropriate joint action effectiveness. Later in the future, the necessity to achieve standards on the changing or even common level should be expected. This concerns not only military logistics but all defence system components. The current state of Polish logistic system interoperability with NATO system and the tasks in this area have been presented in the article. The first task is the necessity to unify fast the specialistic logistic terminology with NATO standards. The next ones include the procedures standardisation and our equipment and ordinance codification. It seems essential to adjust our military infrastructure to the needs of the Alliance. The process of commanding and functioning of the Polish Armed Forces logistic system organisation structures is also relevant.

The subject of the author’s considerations is the influence of the Polish Air Force operational system requirements onto the logistic needs which ensure these forces effective activities in different conditions such as peacetime, crisis and war. Basing on these consideration a conclusion has been drawn that it is necessary to have a well-functioning Air Force national logistics under some conditions set by NATO concerning defined conditions to fulfil by the Polish Air Force to enable their integration with NATO. It will be possible to integrate the Air Force national logistic if we fulfil the prior set conditions.

In contemporary conditions to conduct combat and operational activities, in the encounter with the enemy equipped with modem means of destruction, it is not possible to avoid losses in personnel, ordinance and military equipment and also in combat and material means. These losses will appear not only among troops but also in logistic potential. The size and kind of these losses in logistic units and equipment will determine the process of providing supplies and rendering special and economic services in support of fighting troops and in this way of their combat capabilities. It is not difficult to notice that military logistic systems ought to have an appropriate service life so that it would prevent destructive counteractions of the enemy. Taking this into regard, the author of the article presents the ways to increase the service life of military logistic systems in combat and operation.
