The aim of this paper is to identify the main problems and prospects of tourism growth in Ukraine including international experience in the context of deepening of the integration connections. The paper studied the main trends and characteristics of the tourism industry development in Ukraine in the context of European integration, describe the state, structure, dynamics of the relevant indices of the tourism sector in Ukraine, monitored the relationships and dependencies, determined the correlation factors. Main practical directions of the domestic tourism growth were determined. Determined the place of Ukraine in a highly competitive European tourism market. In addition, the paper made significant theoretical and practical contribution to overcome main problems associated with the characteristic feature of the tourist complex of Ukraine. The results of research identified the main problems of the development of the tourism sector of Ukraine, as well as highlighted the potential prospects for tourism development, taking into account the conditions of European integration.

Celem pracy jest określenie głównych problemów i perspektyw rozwoju turystyki na Ukrainie z uwzględnieniem doświadczeń międzynarodowych w kontekście pogłębiania powiązań integracyjnych. W pracy zbadano główne trendy i cechy rozwoju branży turystycznej na Ukrainie w kontekście integracji europejskiej, opisano stan, strukturę, dynamikę istotnych wskaźników sektora turystycznego na Ukrainie, monitorowano związki i zależności, określono czynniki korelacji. Wyznaczono główne praktyczne kierunki rozwoju turystyki krajowej. Określono miejsce Ukrainy na wysoce konkurencyjnym europejskim rynku turystycznym. Ponadto, praca wniosła istotny wkład teoretyczny i praktyczny do przezwyciężenia głównych problemów związanych z cechami charakterystycznymi kompleksu turystycznego Ukrainy. Wyniki badań określiły główne problemy rozwoju sektora turystycznego Ukrainy, jak również podkreśliły potencjalne perspektywy rozwoju turystyki, biorąc pod uwagę warunki integracji europejskiej.

It is shown that in uncontrollable linear system x = Ax + Bu it is possible to assign arbitrarily the eigenvalues of the closed-loop system with state feedbacks u = Kx, K ∈ ℜn⨉m if rank [A B] = n. The design procedure consists in two steps. In the step 1 a nonsingular matrix M ∈ ℜn⨉m is chosen so that the pair (MA,MB) is controllable. In step 2 the feedback matrix K is chosen so that the closed-loop matrix Ac = A − BK has the desired eigenvalues. The procedure is illustrated by simple example.

Poles and zeros assignment problem by state feedbacks in positive continuous-time and discrete-time systems is analyzed. It is shown that in multi-input multi-output positive linear systems by state feedbacks the poles and zeros of the transfer matrices can be assigned in the desired positions. In the positive continuous-time linear systems the feedback gain matrix can be chosen as a monomial matrix so that the poles and zeros of the transfer matrices have the desired values if the input matrix B is monomial. In the positive discrete-time linear systems to solve the problem the matrix B can be chosen monomial if and only if in every row and every column of the n × n system matrix A the sum of n−1 its entries is less than one.

The paper presents a certain approach to fleet management in the company, taking into account the mobility of employees and the selection of vehicles for tasks. The main objective is to indicate the factors that significantly affect the proper selection of vehicles for the task, as well as concurrently meeting recipients' needs. The general model for fleet management was presented, taking into account not only the mobility of employees but also the method of obtaining funds for the replacement of greener cars. The current approach is based on the car purchase model in the form of credit, low-purchase leasing, and supervision over the use process and operating costs by the company's internal resources. The problem solved in the article concerns the analysis of entrusting fleet management to specialized Car Fleet Management (CFM) companies. It was pointed out that in this calculation model, CFM companies have to take into account many variables related to vehicle selection and mobility of employees in order to perform tasks. In this article, particular attention has been paid to the areas that CFM analyses when choosing a vehicle for a given company.

Transportation is an inseparable part of the supply chain, with a key role in product distribution. This role is highlighted when ratio of “the cost of transportation” to “the value of goods” such as cement is significant. Iran has recently become one of the main centers of cement production in the world. However, transportation is the most important challenge in cement distribution because of weak structure of the transportation fleet and its independent action. Independence of and lack of commitment on the part of transportation fleets to cement companies as well as lack of timely delivery due to shortage of transportation in some routes and seasons lead to customers` dissatisfaction and even market loss or lack of market development. One of the significant differences between the transportation system in Iran and that in developed countries is lack of complete productivity of the transportation fleet. It means that trucks are driver-based in Iran. This paper introduces a model considering some issues such as driver-based trucks, size of the transportation fleet based on the number of active trucks, and demand priorities in the cement company. Taking the relation between the number of active trucks and the cement company into account, this model assigns weekly demands to the transportation fleet. It also tries to minimize the delay to respond to demands and increases the efficiency of the transportation fleet. Finally, this current condition-based model is compared with two other models including “no constraints on different routes of trucks” as well as single-route model for trucks.

Some upper and lower bound are proposed to use in branch and bound method for solving Weapon-Target Assignment (WTA) problems. Analyze of WTA inspires to formulate another problem to economize the number of weapons under the condition that the establish threshold value of destroying targets is achieved. This requirement generates an additional constrain generating the set of feasible solutions of WTA.

W pracy zaproponowano górne i dolne oszacowanie optymalnej wartości funkcji celu użyteczne w zastosowaniu do metody podziału i oszacowań rozwiązywania zadania przydziału środków ataku na cele nieprzyjaciela. Analiza tego problemu (WTA) zainspirowała do sformułowania zadania minimalizacji liczby środków niszczenia przy spełnieniu warunku osiągnięcia lub przekroczenia założonego progu wartości zniszczonych celów. To wymaganie wymusza konieczność wprowadzenia dodatkowego ograniczenia do zestawu ograniczeń definiujących dopuszczalne rozwiązania problemu WTA.

In the paper a variant of cyclic production with setups and two-machine cell is considered. One of the stages of the problem solving consists of assigning each operation to the machine on which it will be carried out. The total number of such assignments is exponential. We propose a polynomial time algorithm finding the optimal operations to machines assignment.

This article solves the waste collection routing problem from individual inhabitants. This type of waste collection routing problems is determined as kerbside collection. This problem was modified to the problem of the assignment of vehicles to tasks (in the litereture it is presented as the vehicle scheduling problem). In order to designate the assignment problem a method was developed. The presented method designates the set of tasks which are assigned to each vehicle, so it designates the routes of vehicles. The method consists of two stages. In the first stage the tasks were designated, whereas in the second stage the assignment of vehicles to tasks was made. Each stage consists of three phases: the preparatory phase, the optimization phase, the generation task or the generation assignment phase. Each phase was characterized. In this paper the block scheme of constructing the hybrid algorithm solving optimization problem of the method was presented. The application TransMar solving the waste collection routing problem was characterized.

W artykule rozwiązano problem zbiórki odpadów od indywidualnych mieszkańców. Problem został zmodyfikowany do zagadnienia przydziału pojazdów do zadań (w literaturze problem ten jest prezentowany jako problem harmonogramowania tras pojazdów). W celu wyznaczenia przydziału opracowano metodę. Przedstawiona metoda wyznacza zbiór zadań, które są przydzielane do pojazdów, więc metoda wyznacza trasy pojazdów. Metoda składa się z dwóch etapów. W pierwszym etapie są wyznaczane zadania, w drugi przydział pojazdów do zadań. Każdy etap składa się z trzech faz: fazy przygotowawczej, optymalizacyjnej oraz generowania zadań i przydziału. W pracy przedstawiono schemat blokowy konstruowania algorytmu hybrydowego rozwiązującego problem optymalizacyjny przedstawionej metody. Przedstawiono aplikację TransMar rozwiązującą problem trasowania pojazdów w przedsiębiorstwach komunalnych.

High Performance Computing (HPC) architectures are being developed continually with an aim of achieving exascale capability by 2020. Processors that are being developed and used as nodes in HPC systems are Chip Multiprocessors (CMPs) with a number of cores. In this paper, we continue our effort towards a better processor allocation process. The Processor Allocator (PA) and Job Scheduler (JS) proposed and implemented in our previous works are explored in the context of its best location on the chip. We propose a system, where all locations on a chip can be analyzed, considering energy used by Network-on-Chip (NoC), PA and JS, and processing elements. We present energy models for the researched CMP components, mathematical model of the system, and experimentation system. Based on experimental results, proper placement of PA and JS on a chip can provide up to 45% NoC energy savings.

Two related problems, namely the problem of the infinite eigenvalue assignment and that of the solvability of polynomial matrix equations are considered. Necessary and sufficient conditions for the existence of solutions to both the problems are established. The relationships between the problems are discussed and some applications from the field of the perfect observer design for singular linear systems are presented.

A new dynamic assignment problem for linear standard time-invariant systems is formulated and solved. Necessary and sufficient conditions are established for the existence of the state-output derivative feedbacks such that the closed-loop characteristic polynomial is equal to the desired one of the degree less than the system order. A procedure is derived for computation of gain matrices of the feedback.

In this paper the problem of assigning air-defense illumination radars to enemy targets is presented. A Tabu Search metaheuristic solution is described and the results achieved are compared to those of other heuristic approaches. Implementation and experimental aspects are discussed. It is argued that Tabu Search could be used in near realtime decision making systems.
