PL

Obecnie kładzie się coraz większy nacisk na bezpieczeństwo ruchu drogowego oraz poprawę wiedzy i świadomości w tym zakresie. Stąd też zaistniała potrzeba wprowadzenia proceduralnego i zoptymalizowanego systemu (Systemu Zarządzania Bezpieczeństwem Ruchu Drogowego) wychodząc z założenia, iż skuteczna organizacja zarządzania bezpieczeństwem ruchu drogowego jest jednym z warunków uzyskania lepszych wyników w tym zakresie. W pracy przedstawiono jedno z podejść, funkcjonujących w odniesieniu do Systemu Zarządzania Bezpieczeństwem Ruchu Drogowego, a pozwalających na benchmarking bezpieczeństwa ruchu drogowego i trendów bezpieczeństwa oraz na ilościowe przedstawienie bezpieczeństwa państwa - tzw. „piramidę słonecznika”. Dokonano szczegółowej analizy jej elementów (poziomów) oraz związanych z nią wskaźników bezpieczeństwa ruchu drogowego, na podstawie przeprowadzonych studiów literaturowych.

Currently, an increasing emphasis on a road traffic safety and on improvement of the knowledge and awareness in this area is put. Hence there is a need to introduce procedural and optimized system (The Road Traffic Safety Management System), starting from the assumption that the effective organization of road safety management is one of the conditions for obtaining better results in this area. The paper presents one of the approaches, functioning in relation to the Road Traffic Safety Management System, that allows to benchmark road safety and security trends and to quantify the security of the state - the so-called " SUNflower" approach. A detailed analysis of its elements (levels) and related road safety indicators has been carried out, based on literature studies.
