On 11-13 February 2005, there was held the 47th NATO International Conference in Munich, the motto of which - “Peace through Dialogue” dominated the discussions. In the article the author has presented the basic ideas of the conference, most important speeches and papers concerning this problem. He also included discussions from Vilnius NATO conference and opinions taken from other articles. Having analysed them, he came to a conclusion that the world has entered a qualitatively new stage of development which has been influenced by rapid progress of all areas of our life. This has caused an essential change in the area of security under interest. Threats existing currently cause that fighting is waged not only in the military area but includes all areas of our life. Also the border between inner and outer aspects of security is blurred. However, the importance of international cooperation and the role of non-military factors (mostly political, economic, social and ecological ones) are growing. Such a situation proves that the idea of “Peace through Dialogue’’ gains more importance, as there are many threats that can be either prevented or resolved. Therefore this motto is not only right but should be applied in practice more often. However, it cannot be treated as the only solution to keep peace. There are problems that the warring parties cannot resolve without fight. The typical example is Islamic fundamentalism that uses terror as its main, although not only weapon of fighting. To conclude, each area of our life must analyse, evaluate and answer the question what should be done in order to make fighting with this kind of threats more effective. After conducting analyses, the author made several basic conclusions: 1. Security has a global dimension. No country, even such a superpower as the USA, is fully independent. 2. The security of countries, although it depends on their own activities and the effectiveness of international organisations, is possible as long as its problems is dealt with in a complex way taking into consideration many aspects of life such as political, economic, psycho social and military ones. 3. Security is conditioned by many factors. Due to their significance, a special attention should be paid to the problems of social awareness, government (leadership), state and progress of economy, geo-strategic location, threats and creating security systems. 4. The essence of contemporary security concept lies in the change of strategic thinking paradigm, i.e. subordinating this thinking to the logic of co-operation, thus the logic that leads to making peace not war. 5. The basic aim of the security concept is to ensure, make and keep peace. However, the elementary way to carry it out must be constant dialogues, international commitments and reaching constructive compromises. Due to existing codependencies, no security problems of any continents should be isolated from global security. Therefore an immediate strategic task should be to improve the security of particular continents (regions) then, as the next task, world security. These tasks can be fulfilled in a parallel way, as some of them are already (better or worse) carried out. 6. The author agrees with the S. P. Huntington who claimed that there will not be universal civilisations in the foreseeable future, however, there may exist the multitude of competing civilisations. Each of them must learn how to co-exist with others. The author adds that understanding or agreement between cultures and civilisations is possible only on the level of mind and reason. For instance, Islamic fundamentalism knows only the fundamentalist image of the world. It does not allow any reflections on other outlooks. Thus it negates other civilisations with which the world should share. Being aware of this connection, it is easy to state that tolerance to the dogmatic image of the world loses its effectiveness as the way to ease tensions and conflicts. Therefore, it is necessary to open for other civilisations and cultures and to run a dialogue and good will of both sides. 7. It is necessary to conduct deep and real analysis of the latest events in Kosovo, Macedonia, Turkey, Albania, Afghanistan and Iraq and other areas of radical Islamic fundamentalism. Its task should be to make a diagnosis of the international community in order to prevent the development of events and stabilise peaceful development of relations between countries. 8. After September 11, one should ask a question if and where may appear next attacks of radical Islamic fundamentalism and how they will be conducted. The author is of the opinion that we deal with a threat of strategic type on a global scale. 9. The author believes that all democratic states should participate in the coalition of countries aimed at fighting terrorism in general and fundamentalist terrorism in particular. Islamic countries which are not taken over by fundamentalists should not be excluded, moreover, there should be included countries that should be firstly economically supported by developed countries due to a possible fundamentalists’ invasion. All regional conflicts should also be early de-escalated. In conclusion, the author stated that the guideline presented in the article is considered right and should be achieved in practice. However, it should be stated that each thesis has its limitations. It means that in spite of the existence and conducting of the guideline, all areas of our life, military including, should be developed. This development is necessary despite the fact that these areas will be recognised only as the argument for better fulfilment of this guideline which may be necessary to use only in certain situations.
