PL

Transport lotniczy jest jedną z najszybciej rozwijających się gałęzi gospodarki w XXI wieku. Rozwój ten niesie ze sobą zarówno korzyści dla społeczeństwa jak i koszty. Zrównoważony rozwój transportu lotniczego wymaga, aby zarówno koszty jak i korzyści generowane przez transport lotniczy były wliczone do rachunku ekonomicznego podmiotów gospodarczych odpowiedzialnych za generowanie efektów zewnętrznych. Celem artykułu jest scharakteryzowanie kosztów zewnętrznych transportu lotniczego ze szczególnym uwzględnieniem hałasu lotniczego i zanieczyszczenia powietrza przez środki transportu lotniczego, odniesienie tych informacji do rynku transportu lotniczego w Polsce poprzez oszacowanie kosztów zewnętrznych wynikających z hałasu lotniczego związanego z funkcjonowaniem portu lotniczego w Warszawie. Rezultaty analizy są użyteczne dla celów polityki transportowej kraju oraz mogą być stosowane w analizach kosztów i korzyści funkcjonowania portów lotniczych.

Air transport is one of the fastest growing industries in the twenty-first century. This development brings both benefits and costs to society. Sustainable development of air transport requires that both the costs and benefits generated by air transport were included in the calculation of economic performance of operators responsible for generating externalities. The purpose of this article is to characterize the external costs of air transport with particular emphasis on aircraft noise and air pollution. Then relation of this data to air transport market in Poland and estimation of the level of external costs has been made. The results indicate a positive correlation between the size of entities operating in the air transport market and the level of external costs. The results of the analysis are useful for the purpose of transport policy and can be used in the cost benefit analysis of air transport market operation and development.
