PL

Potencjał oraz jakość infrastruktury transportowej traktowane są jako jeden z najważniejszych czynników warunkujących siłę ekonomiczną oraz znaczenie gospodarki danego kraju, zarówno w skali narodowej jak i międzynarodowej. W przypadku portów morskich znajdujących się pod ciągłą presją nowych technologicznych i technicznych wyzwań, jedynie stały rozwój i modernizacja infrastruktury są w stanie zagwarantować ich długofalowe istnienie, rozwój i funkcjonowanie. Jednym z najważniejszych aspektów warunkujących rozwój i sprawne funkcjonowanie infrastruktury jest sprawny system zaopatrzenia finansowego, pochodzącego zarówno ze środków wewnętrznych jak i zewnętrznych, najczęściej publicznych. Polskie porty morskie znajdują się obecnie w bardzo trudnej sytuacji okresu przejściowego, w szczególności zaś narażone są na ciągłą presję wolno¬rynkową ze strony portów Europy Zachodniej. Najważniejszym celem niniejszego artykułu jest zbadanie zakresu publicznej pomocy finansowej udzielanej portom morskich państw członkowskich Unii Europejskiej. W artykule przedstawiono analizę kilku zasadniczych zagadnień w tym zakresie, takich jak: system finansowania infrastruktury portowej jako pochodny przyjętego systemu zarządzania, różne rodzaje stosowanej publicznej pomocy finansowej, źródła przychodów realizowanych przez komórkę zarządzającą, zakres uprawnień i obowiązków stawianych komórkom zarządzającym.

The quality and potentiality of the transport infrastructure must be treated as the most important factor for the power of the economy in the national and international scalę. In the case of the maritime ports which are still under the pressure of the new technological and technical demands only consecutive dcvelopment and modernisation of infrastructure ensure its long-term existence on the free and competitive international market. One of the most important factor for the infrastructure development is the existence of financial budgeting systems sourced by the internal (financial accumulation) and external founds (mostly public, both national and local). Polish maritime ports are under many problems of the transition period, one of the most important is the new situation of the still competitive pressure of the Western Esropean seaports. So the main objective of this article is to test how the situation is, in the matter of the state aid given tar maritime ports in the EU from the external sources, especially public and non-financial, indirect aid as well. The text of this article consists of few generał parts in which these problems are analysed: the port management systems and the differences in financial systems implemented; the analysis of the methods of public aid in the field of ports infrastructure creating and maintaining; income as the source of internal budgeting; analysis of powers and duties of the ports management; the analysis of the value and structure of the external aid for some most important elements of the ports infrastructure.
