Demograficzne kurczenie się miast stanowi jeden z najbardziej aktualnych problemów miast w Polsce i w Europie. Zjawisko to dotyczy wszystkich grup wielkościowych miast, w niemal wszystkich regionach Polski. Perspektywa demograficzna GUS do 2035 r. wskazuje, że proces ten będzie się pogłębiał. Dodatkowym negatywnym aspektem jest to, że depopulacji podlegać będą także obszary formalnie wiejskie, a nawet część stref podmiejskich, w których najczęściej obserwuje się zjawiska dodatniego bilansu demograficznego, związanego głównie z suburbanizacją. W niektórych strefach podmiejskich, np. w rejonie rdzenia konurbacji katowickiej czy aglomeracji opolskiej proces ten już jest zauważalny.

The aim of the article is to define urban policies towards the problem of urban shrinkage presented on the example of the city of Bytom. This centre is a model example of multiple-criteria urban shrinkage, both in terms of conditionings of the phenomenon as well as its consequences. In defining the essence of the shrinkage phenomenon in this city, the importance of economic, social and spatial factors was highlighted. Further in the article, attention was paid to the issue of development trajectories of the city, stressing the role of city development in the past in defining its transformations in the future. Referring to the example of Bytom, significant barriers in rooting the governance model were pointed out, in particular. It was underlined how much the limitations of urban policies, in this case, may have a destructive impact on various urban structures.
