Abstrakty
The protection of citizens both on the territory of the home country and outside its borders is one of the basic duties of the government. Therefore highly developed states assume the necessity and need to protect their citizens outside their territories. In special situations military actions are taken where apart from a military component also civil institutions and bodies are engaged. These operations are commonly called non-combatant evacuation operations (NEO). The aim and character of these operations fully justifies them to be included into the operations other than war. The United States has undoubtedly the greatest experiences in this area which are reflected in its national doctrines. These viewpoints included in these documents show a very serious approach to solve any problems embracing preparing and conducting operations of this kind. Armed forces, and their selective components in particular, play an essential role in this kind of operations. Evacuation operations are a typical example of joint operations that may be conducted as national, bilateral and multinational also with the participation of NATO member states. In our environment, evacuation operations in such an understanding are less known than other operations also recognised as operations other than war. So far Polish Air Force has not been engaged in such operations. Therefore it has been assumed that the cognitive aim will be the dominant idea of this article.
