National plans to counteract and combat terrorism in France and Czech Republic : conclusions for Poland

Abstrakty
Terrorism is currently considered the most important source of threat to the security of the state. The problem of counteracting and combating terrorist threats is a focal point of attention for services responsible for the security of the state. There emerge short and long-term plans in order to postpone or limit the possibility of terrorists’ effective actions. In countries that have encountered terrorism for many years, Western Europe in particular, appropriate preparations to this type of threat are considered very seriously. France’s approach, where the plan “Vigipirate” has been functioning for years, can serve as an example. It assumes using all assets and forces (armed forces including) to ensure antiterrorist security of the state. Also the Czech Republic developed and implemented "National Plan of Actions to Combat Terrorism” after September 11. In Poland, in spite of the authorities' declarations concerning terrorist threat awareness, no particular steps have been taken to organise and co-ordinate all bodies that would have an essential influence on antiterrorist security. There still functions the ministerial approach to the problem of counteracting and combating terrorist threats. The author suggests one of possible solutions, the implementation of which would change the current state of affairs.
