The paper presents the problem of the lack of collateral of unloading places in the center of the city as an economic problem for the receivers, sellers – to reduce competition and for customers – as a less attractive places. This translates into a reduction of revenue for sellers and, consequently, reduce the influence for the self-government of the PIT and CIT. Methods: Presents an analysis of the impact of changes in the economic model of taxes from the shops without the possibility of delivery. Results: The results show a decrease in revenue from the trade point to unfavorable deliveries by the local government, as a manager of public roads, by changing the relationship of costs. Conclusion: Preliminary studies indicate the need for a statutory injunction to take into account the planning of deliveries in the city center by the local government.

Referat przedstawia problem braku zabezpieczenia miejsc wyładunku towarów w centrum miasta jako problem ekonomiczny dla zamawiających – zmniejszenia konkurencyjności i dla klientów – zmniejszenie atrakcyjności. Przekłada się to na zmniejszenie dochodów przez sprzedawców poprzez zmianę relacji kosztów, a w konsekwencji zmniejszenia wpływów dla samorządu od podatków PIT i CIT. Wstępne badania wskazują na potrzebę ustawowego nakazu uwzględnienia planowania miejsc realizacji dostaw w centrum miasta przez samorząd.
