W ramach Pakietu Katowickiego, stanowiącego zwieńczenie obrad COP24, przyjęto mapę realizacji postanowień Porozumienia Paryskiego z 2015 r. Głównym celem dokumentu przyjętego po szczycie we Francji jest utrzymanie wzrostu średniej temperatury na poziomie znacznie niższym niż 2°C powyżej poziomu sprzed epoki przemysłowej. Oznacza to konieczność podejmowania działań na rzecz znaczącego ograniczenia emisyjności globalnej gospodarki. Przekonanie to podziela Komisja Europejska. 28 listopada 2018 r. opublikowała dokument „Czysta planeta dla wszystkich” – Europejska długoterminowa wizja strategiczna dobrze prosperującej, nowoczesnej, konkurencyjnej i neutralnej dla klimatu gospodarki. Jednym z podstawowych celów strategicznych w nim nakreślonych jest właśnie osiągnięcie zerowej emisji gazów cieplarnianych netto do roku 2050. Wśród przyczyn powstania strategii wskazuje się oczekiwania Europejczyków motywowane obawami przed zmianami klimatycznymi, adresowanie przez dokument wyzwań wskazywanych przez naukę oraz realne straty europejskiej gospodarski, które już dziś powodowane są przez zmiany klimatyczne.

In Katowice Package, which was the final product of COP24, was prepared a map of implementation of the provisions of the Paris Agreement. The main purpose of this document is to maintain the average temperature rise significantly below 2°C above pre-industrial age. This means the necessity of significantly reduction of the emissions on the global level. This belief is shared by the European Commission. On November 28, 2018, EC published a document 'A clean planet for all' – A European long-term strategic vision for a prosperous, modern, competitive and climate-neutral economy. One of the basic strategic goals is to achieve zero net greenhouse gas emissions by 2050. Among the reasons for the preparation of strategy are the expectations of Europeans motivated by fear of climate change, addressing by the document the challenges indicated by science and the losses of the European economy, which are caused by climate change. To achieve the goal of net zero greenhouse gas emissions by 2050, it is proposed to use seven tools: improving energy efficiency (I), maximizing the use of renewable energy sources(II), low-emission transport (III), competitive industry and the circular economy (IV), intelligent infrastructure that guarantees interconnection and integration of sectors (V), bioeconomics (VI) and carbon capture and storage to eliminate the remaining emissions (VII). The strategy document is not a source of law, but It sets the long-term ambitions of the European Commission in the field of climate change, which will be specified in the near future by the EU institutions in cooperation with Member States.
