Niewątpliwie wspólną cechą transportu lotniczego i kolejowego jest ich duży udział w przewozach pasażerskich w Europie. Funkcjonowanie tych dwóch gałęzi transportu oparte jest na współpracy wielu interesariuszy, których efektem jest oferta podażowa – siatka połączeń kolejowych i lotniczych. Oprócz konkurencji pomiędzy wskazanymi rynkami, podmioty występujące na tych rynkach prowadzą szereg działań zmierzających do współpracy w ramach przewozów komplementarnych. Komisja Europejska wyznaczyła wspólne cele dla obydwy sektorów, którymi są wzrost efektywności przewozów i konkurencyjności poprzez eliminację granic państwowych. Przeanalizowano obydwa sektory z punktu widzenia ich perspektyw rozwoju, określono występujące różnice, które głównie sprowadzają się do zarządzania infrastrukturą. Transport lotniczy rozwija się zgodnie z kierunkami wytyczonymi przez Komisję Europejską, dotyczy to także przyznawania tras dla pociągów dużych prędkości. Brak jest natomiast efektywności i konkurencyjności dla kolei tradycyjnych, w których występuje monopol wirtualny kolei państwowych.

Air and rail transportation systems are characterized by important common features: they serve a significant share of passengers traffic in Europe; they functioning relies on the cooperation of many stakeholders operating a fixed timetable, often in competing objectives; and they have been characterized by a quite a fragmented development following national borders. For these systems, the European Commission envisages a common future in terms of an increase of efficiency and elimination of national borders. We analyse of the two systems in perspective of their common development and underline the main existing differences linking to the management of the infrastructure. The air transport is moving in the direction indicated by the European Commission, as well as the rail transportation for what concerns international train paths for high speed train. However, a substantial separation still exists between conventional rail transportation systems of different countries.
