The article presents the author’s point of view on conditions and procedures of activities in creating the state defence potential. The need to a systemic approach has been stressed, taking into consideration synchronisation and rationalisation of actions, the necessity to set the defence potential development programme in social and economic realities and include it into the state decision making system.
