[...]Podstawowym narzędziem intraregionalnej polityki społeczno-gospodarczej regionu zachodniopomorskiego jest Strategia rozwoju województwa zachodniopomorskiego do roku 2015 , uchwalona przez Sejmik Województwa Zachodniopomorskiego w październiku 2000 roku. W tym dokumencie programowym zapisano, że Świnoujście stanowi północny biegun aglomeracji szczecińskiej oraz jest centralnym ośrodkiem gospodarki morskiej i turystyczno-uzdrowiskowej w pasie nadmorskim regionu. Jednocześnie uznano, że dla rozwoju miasta leżącego nad Świną specjalne znaczenie ma transgraniczna współpraca w zakresie infrastruktury technicznej. [...]
Monitoring and assessment of the effectiveness of implementation of all phases of the project require managers to adopt a comprehensive approach. One of the methods ensuring a comprehensive view on planning, actual implementation, and assessment of the degree of implementation of particular goals of the project is the Logical Framework Approach. The application of the method, through a selection of indicators reflecting the degree of implementation, ensure current assessment of the project. Collecting information about the degree of implementation of goals at particular levels enable project managers an early commencement of corrective actions.
