Problematyka instrumentów polityki ekologicznej i ich doboru stanowi nadal bardzo ważne wyzwanie dla zarządzających środowiskiem. Podejmuje się wiele prac badawczych i ekspertyz, w tym także zlecanych przez Ministerstwo Środowiska oraz Narodowy Fundusz Ochrony Środowiska i Gospodarki Wodnej, dotyczących oceny skuteczności funkcjonujących w Polsce instrumentów ochrony środowiska. Dominują w nich opłaty i kary ekologiczne za gospodarcze korzystanie ze środowiska. Warto jednak postawić pytanie: jakie instrumenty i w jakim zakresie preferuje ekonomia środowiska oraz w jakim stopniu korzystają z nich kraje OECD? Próba odpowiedzi na to pytanie stanowi treść niniejszego opracowania.

The issue of economic policy instruments and selection thereof is still an important challenge to environmental managers on the eve of Poland's accession to the European Union. There are many research projects and analyses carried out, including those conducted on request of the Ministry of Environmental Protection and Natural Resources and the National Fund of Environmental Protection and Water Economy, to evaluate the effectiveness of environmental protection instruments applied in Poland. The most important environmental protection instruments at the moment are, obviously, environmental charges and non-compliance penalties. It seems worth asking, however, which instruments and to what extend, are favoured by environmental economy and how they are applied in the OECD countries and the EU countries whose standards are the objectives of protection activities in Poland? This paper is an attempt at answering those questions. The paper describes and evaluates such ecological policy instruments as regulations and standards, voluntary arrangements, taxes and fees, transferable emission rights, deposit systems and system of compensations for environmental damage. The author presents advantages and disadvantages of the aforementioned instruments identifying the possibilities of application thereof in the implementation of ecological policy objectives. The paper proves that there is no one universal instrument affecting environmental behaviour of enterprises, sectors or the state. It is always necessary to find an appropriate set °t such instruments to ensure the attainment of desired ecological objectives.
