The circular economy model assumes active participation of producers and consumers in two big loops (cycles): biological and technical. Without involvement from both these groups of economic entities, it is not possible to close the circulation of materials for the purpose of their economic use for as long as possible. The paper discusses theoretical and practical aspects of the application of economic incentives, stimulating departure from the linear model of the economy for the circular one in municipal waste management. As a result, maximizing the efficiency of raw materials use and maintaining materials in the economic cycle should be simpler and cheaper than consumption of primary resources.
