The choice of strategy and tactics in oil and gas fields' development demands a complex analysis to diagnose the current layer condition. The complex analysis makes it possible to define the tendencies of oil and gas production process's development and to make timely decisions in regulating the regimes of producing and injecting wells' performances. The principles of the dynamic approach to regulate and control the development of a field have been developed. The principles are based on cybernetic approach to the analysis and interpretation of the geological and field information, which is acquired while developing oi1 and gas fields. The suggested approach to making decisions in regulating the development processes, which is based on the principles of the dynamic analysis and which considers the unequilibrium processes of oil production and self organization of the layer system, allows to make well-grounded decisions in regulation and choice of strategy of oil and gas fields development.
