Software and computers are now major parts of every important human occupation, including medicine. education, warfare. transportation, communication, manufacturing, government, and almost everything else. Software has become one of the most important, yet one of the most troubling technologies of the our century. Why is it that with the development of some software systems very often cancellations, delays, and cost overruns, while other software projects are completely early, are within budget, and have few, if any, quality problems? The paper "Topical problems with the development of some software systems" helps answer this question.
