Dynamiczny rozwój transportu morskiego w regionie Morza Bałtyckiego stymulowany jest przez wiele różnorodnych czynników. Czynniki te – tak zewnętrzne, jak i wewnętrzne, czyli wewnątrzbałtyckie oraz rynkowe i pozarynkowe, transportowe i pozatransportowe – działają z różną siłą na wielkość i strukturę przewozów drogą morską. W przyszłości siła i zakres ich oddziaływania na badane zjawisko będzie ulegać różnokierunkowym zmianom. Autor artykułu podejmuje próbę identyfikacji i klasyfikacji podstawowych czynników tego typu oraz ocenia – głównie od strony uwarunkowań rynkowych: rynków towarowych i transportowych – jak czynniki te w warunkach dynamicznie zmieniającego się otoczenia w układzie bałtyckim i pozabałtyckim będą stymulować lub ograniczać ekspansję transportu morskiego w tym regionie Europy. Przedmiotem analizy jest także problem konkurencyjności międzygałęziowej w transporcie w regionie bałtyckim, która stymulowana przez zmiany zachodzące w układzie infrastruktury transportowej oraz postępujące procesy koncentracji strumieni dostaw może w istotny sposób wpływać na podział zadań przewozowych między poszczególnymi gałęziami transportu. Wskazuje się również na istotną rolę w tym zakresie Komisji Europejskiej, która za pomocą programów wsparcia rozwoju żeglugi bliskiego zasięgu, autostrad morskich i transportu intermodalnego, a także przez opracowanie i realizację strategii dla regionu Morza Bałtyckiego może w znacznym stopniu stymulować ekspansję transportu morskiego w tym regionie.

Dynamic maritime transport development in the Baltic Sea Region is stimulated by numerous factors. The main groups of those factors may be generally classified as external and internal / inter – and intra Baltic economic relations / as well as market and no market oriented and transport as well no transport factors. They influence the volume and the structure of commodity flows at the Baltic Sea with different strength and potency. Their impact on the maritime transport development in BSR will fluctuate in the future in different ways, changing the dynamic of the Baltic freight markets. The author of this paper intends to identify and classify the main above mentioned factors and taking predominantly into account market oriented causations, tries to assess how those factors in terms of dynamically changing Baltic economic environment can stimulate or hamper the expansion of maritime transport in this region of Europe. The author has focused on intermodal transport competitiveness in this region too, which itself is stipulated by dynamic development of the transport infrastructure and progressive concentration of commodity flows in this region and in the end is regarded to be one of the important factors determining the modal split in the BSR. The role and functions of the European Commission in creating the cornerstone for the sound and dynamic maritime transport development in BSR have been emphasised. The programmes of promoting short sea shipping, motorways of the sea and intermodal transport as well as co-modality and special strategy supporting BSR development can boost significantly demand for maritime transport services in this region.
