In the paper, an attempt has been undertaken to present the most important factors influecing the ship's maritime safety and security. In the paper there is taken into consideration the new, i.e. the changed operational and legal security situation which has arisen after the terrorist attack and destrouing the Towers of the World Trade Center in New York on 11.09.2001. In the paper there are discussed and presented the following issues: the basic definitions regarding the maritime safety and security and the place of ship' safety and security in the Maritime Safety and Security System and in the Safety and Security of Life and Property System; The process of ship conduct at sea and its conditions, and their influence upon the ship's maritime safety and security and; necessary conditions for ensuring the ships safety and security while their operation at sea. This paper can be considered as continuation of earlier authors' works on the issues of maritime safety and security.
