W artykule przedstawiono założenia oraz wyniki testów projektu pilotażowego KSAPO, realizowanego przez Instytut Transportu Samochodowego oraz firmy: Autoguard SA oraz Fela Management AG. Ze względu na brak interoperacyjności systemów elektronicznego pobierania opłat drogowych (EETS) w UE, podjęte zostały kroki legislacyjne na szczeblu wspólnotowym. KE zaleciła, aby państwa członkowskie prowadziły badania naukowe i realizowały projekty pilotażowe w tym obszarze. ITS wychodząc naprzeciw wyzwaniom KE, zrealizował projekt KSAPO, który spełnia wymagania legislacyjne UE. Jest interoperacyjny, może współpracować z systemami typu DSRC oraz GPS/GSM, które zostały wdrożone w innych państwach członkowskich. Testy wykazały także dużą skuteczność i dokładność systemu.

The paper discussed assumptions and test results of NATCS Pilot Project developed by Motor Transport Institute, Autoguard SA, and Fela Management AG. Legislation steps were taken at the EC level because of interoperability problems of European Electronic Tolling Service (EETS) in the EU. Commission has urged member states to conduct studies and pilot projects concerning these issues. Motor Transport Institute has taken up a challenge by developing and testing the pilot project – the functional structure of the NATCS. System has some requirements of EC legislation and it is interoperable with other DSRC and GPS/GSM based systems implemented in member states of the European Union. Test results have shown a high accuracy and efficacy of the system.
