The article presents the rights and responsibilities of the Contract Engineer, as well as their manner of conduct, as referred to in public procurement procedures, based on the FIDIC contract conditions. The author presents, in detail, the scope of the work and responsibility of the Engineer, who is expected to run an entire building project in a professional manner. Taking on the role of the Contract Engineer requires an excellent knowledge of the building industry, in its broadest meaning, as well as knowledge of international procedures for investment completion, economics and law. The FIDIC procedures provide no such thing as a universal model of project management, since the participation of the Engineer is not identical in every project. It is certain, though, that the bigger the project, the more comprehensive approach it requires of the Engineer.
