The government document - "The Programme for the Oder River – 2006" is a mid-term modernisation strategy for the Oder River Water System. Very briefly, the purpose of its implementation is to increase flood safety while retaining the sustainable development principle for the area of the entire Oder Basin. During 9 years of the Programme implementation numerous improvements in water management system have been introduced in this area, however mainly above Wrocław. According to the NIK [Supreme Audit Office] auditors, the Programme is being implemented with considerable delays, and key investment projects haven't been commenced yet.
