The topic of cost/performance ratio excavating tunnels in urban areas with or without using TBMs is a very challenging topic of discussion. It is clear that the continuous enlargement of the excavation diameter of tunnels has a big importance in the choice. The final choice shall derive from a very deep Risk Analysis for both the methods, starting from a complete and exhaustive Risks Register. Each identified risk shall be "quantified" in terms of probability and impact of each hazardous event. The final cost and time of the project shall be estimated on probabilistic base, obtaining a "cloud" of values, ranging from the lower to the higher probable one.
