Having analized the innovation policy of the Polish state from the middle of 90s in XXc. one can observe that the lack of decisive actions was one of the major factors affecting the bad innovative situation in Poland. Programmes regarding the policy had clear aims but there were no devices for their implementation. The aim of the future state innovation policy will be to set in motion market mechanisms so that the enterprises increased their expenditure on R&D and, consequently, their competitiveness increased too.
