Podkreślono, że tunel drogowy pod Martwą Wisłą jest ważnym elementem inżynieryjnym układu drogowego Gdańska. Jest to zadanie wyjątkowe i stanowi rodzaj „kamienia milowego” w historii techniki miasta. Stwierdzono, że brakuje też spójnego i sprawnego systemu transportowego i energetycznego, zintegrowanego z systemem europejskim, a skuteczność polityki innowacyjnej i morskiej jest niewielka. Osiągnięcie najwyższej formy jakościowej miasta, jaką jest metropolia, oznacza realizację wielu wyzwań o charakterze ponadlokalnym, a także ponadregionalnym. Te wyzwania podano w artykule.

The paper underlines the role of the road chanel under the Martwa Wisla river as an important engineering element of transport network of the city of Gdańsk. It is an exceptional project, perceived to be a mile stone in the technical history of the city. It has also been stated that there lacks complex and efficient system transport and energy system, integrated with the European one, while the efficiency of innovation and marine policy is low. Reaching the highest quality level in urban development – metropoly – signifies the realization of many challenges of supralocal and supraregional nature. The challenges have been defined in the paper.
