Problems of the information technologies use in Polish construction sector: State of the art

The subject of the paper is the development and implementation of information technologies (IT) in Polish construction sector. The ways of taking decisions, the management tools, the evolution of the IT resources, and their practical use are presented. The methods of identification are considered in the context of the evolution of the IT techniques. The results of the research of the extent of utilisation of the IT techniques by the Polish construction companies are also presented. By means of regression and correlation calculations it has been concluded that there is no relationship between the character of enterprise (its size, form of ownership, and specialization), and an extent of utilisation of IT tools. An attempt to explain the reasons for that is presented. Current problems of implementation of integrated management systems (Enterprise Research Planning), cost calculation systems, and principles of implementation, are considered. The discrepancy between the assessment of attractiveness of the IT methods and techniques by academics and companies' planning departments staff are (have been) examined.

Treścią artykułu jest przegląd podstawowych czynników warunkujących rozwój i zastosowania technologii informatycznych (IT) w polskim sektorze budowlanym. Przedstawiono zmiany w sposobach podejmowania decyzji, narzędziach zarządzania, ewolucję środków IT, ich wykorzystanie w praktyce. Wskazano na metody identyfikacji w kontekście ewolucji technik IT. Wyeksponowano przydatność metod hybrydowych. Niekorzystne wyniki badań stopnia wykorzystania technik IT w polskich przedsiębiorstwach budowlanych uzupełniono o próbę wyjaśnienia przyczyn tego stanu. Stwierdzono za pomocą rachunku regresji i korelacji brak zależności między wielkością, własnością i specjalnością przedsiębiorstwa a stopniem wykorzystania narzędzi IT. Relacje między koniunkturą na rynku budowlanym a wykorzystaniem nowych metod planowania, podejmowania decyzji oraz systemów IT nie są optymistyczne, albowiem istnieje nadal możliwość uzyskania rentowności drogą bezinwestycyjną. Dokonano przeglądu sytuacji na rynku IT w Polsce, a szczegółowo przedstawiono sytuację na rynku w sektorze budowlanym. Zwrócono uwagę na nieprzydatność i szkodliwość bezpośredniej adaptacji zintegrowanych systemów zarządzania (np. ERP) z przemysłu do budownictwa. Ponieważ rozważania (i wyniki badań) dotyczą przede wszystkim wykonawców i deweloperów, dlatego omówiono m.in. aktualne problemy wdrożeń zintegrowanych systemów zarządzania, systemów kalkulacji kosztów, jak i zasady wdrożeń, wypracowanych w ostatnich latach i które powinny być stosowane przez polskie przedsiębiorstwa budowlane. Przedstawione wyniki dodatkowych badań wskazują na znaczną rozbieżność w ocenie atrakcyjności metod planowania i technik IT przez pracowników ośrodków akademickich a przedstawicieli działów planowania przedsiębiorstw. Wyniki badań wskazują jednocześnie na bieżące problemy wykonawców i deweloperów. W ten sposób wszystkie wyniki prezentowane w tym artykule są adresowane do potencjalnych dostawców IT jak i użytkowników. Dane liczbowe prezentowane w tekście kończą się na III kwartale 2008.
