In accordance with the definition recorded in the preamble of the International Charterfor the Protection of Historical Towns, all towns in the world are the result of a more or less spontaneous development or a devised plan, and as such are a material reflection of the differentiation of society in the course of their history; consequently, all towns are historical. The development of cities, observed in the course of history, basically follows an evolutionary course, frequently intertwined with violent changes, caused by cataclysms or a political and economic situation. Such development is a continuous process, analogous to those taking place in Nature. The transformation of a town is "a process of structural changes within the urban fabric, aimed at adapting the town organism to changing social needs and economic determinants" (Z. Paszkowski, Rozwój a transformacja miasta, materiały konferencyjne Politechniki Szczecińskiej [The Development and Transformation of the Town, Conference Material of the Szczecin University of Technology], Szczecin, November 2000). The set of problems constituting the process of restructurisation can be divided into four groups, which exert mutual influence: - spatial, pertaining to town planning issues, - functional, concerning the adaptation susceptibility of objects and their complexes, - formal, pertaining to architectural solutions and interior architecture, - technical, concerning structure and infrastructure, examined within the range of a building, a development unit and a town planning unit. The process of undertaking the transformation or restructurisation of towns or their fragments should consider: - a historical examination and evaluation of objects and their complexes, - a definition of the principles and methods of the protection of historical structure and landscape, including the delineation of the zones of their protection, - an examination of the adaptation susceptibility of objects and terrains from the viewpoint of foreseen changes in the manner of their usage, - a striving towards increasing the role of pedestrian traffic, with a simultaneous limitation and channelling of vehicular traffic, - a maintenance of particular caution while introducing new large-scale investments, especially with the participation of foreign investors and capital. The protection of cultural property, spatial configurations and urban landscape should be treated on par with other factors influencing balanced development. New architecture, designed in the historical environment, should inscribe itself into the existing landscape by establishing a sui generis spatial dialogue.
