W artykule przedstawiono wytyczne UE w zakresie użytkowania infrastruktury transportu kolejowego oraz opłat za jej wykorzystanie. Stanowiło to kanwę dla zaprezentowania uregulowań z zakresu regulacji zarządzania infrastrukturą kolejową oraz zasad kształtowania opłat za jej wykorzystanie w wybranych krajach europejskich. Polskie rozwiązania dotyczące zarządzania infrastrukturą transportu kolejowego i opłat za jej wykorzystanie opisane na takim tle pozwoliły na ich pozytywną teoretyczną ocenę, choć brak na razie praktycznych doświadczeń.

The article presents EU rules and statements of management railway infrastructure and tolls for its usage. It is the basis for legal regulation of infrastructure management and tolls rules for their usage in some European countries. Polish solution for railway infrastructure management and tools for its usage are well adjusted but there are not practical experience.
