The nature of the interconnection between strong earthquakes and the planetary precession is investigated on the basis of rotational model of the seismic process. The following results are obtained: (1) The planetary precession causes "zero" oscillations, generating seismotectonic processes in the top of the lithosphere; (2) The Chandler frequency is split into two components amounting to fch1 = 0.835 year(-1) and fch2 = 0.860 year(-1), which determine the difference of the zero frequency values for the seismic belts along the meridian (circum Pacific) and the parallel of latitude (Alpine-Himalayan); (3) The distribution of the radii of the pole trajectories has a regular component amounting to 0.05", and corresponding to the seismotectonic energy of the largest earthquakes. The hypothesis is proposed, according to which the interconnection between the solar activity and the seismotectonic process is responsible for the interconnection between the annual component of the precession and the two Chandler frequencies (fch1 and fch2).
