In May 8, 2001 the Council of Ministers adopted the Road Safety Programme GAMBIT 2000 as Poland's programme for 2001-2010. It follows the principles of integrated road safety programmes with emphasis on quantitative targets. International experience shows that when positioned like this, the programme is much more likely to succeed and can be better evaluated in the future. But before the targets can be set, a risk forecast has to be determined. This paper presents a forecasting method. It was developed on the basis of Structural Time Series Models, first described by Harvey (1992) and applied with great success by other researchers. In this case the model is built based on the number of fatalities data over the period 1989-2000, followed by a forecast. The additional advantage of the method is the computer system STAMP (2000). Thanks to the system, trends can be easily identified and various structural time series analyses performed. The programme was used by the author of the paper to conduct analysis of the problem in question.

8 maja 2001 Rada Ministrów przyjęła Program Ochrony Dróg GAMBIT 2000 jako program działań na lata 2001-2010. Jego zasadą jest scalenie programów ochrony dróg wraz z określeniem ilościowych celów. Międzynarodowe doświadczenia pokazują, podobnie jak tutaj, że program ma większą szansę powodzenia i może być lepiej oceniony w przyszłości. Ale zanim cel będzie osiągnięty, musi być określona prognoza ryzyka. W artykule zaprezentowano metodę prognozowania. Powstała ona na bazie strukturalnych modeli Time-Series, które, najpierw odkryte przez Harveya (1992), zostały z sukcesem wdrożone przez innych. W tym przypadku model zbudowano na bazie wypadków śmiertelnych z okresu 1989-2000. Dodatkową pomocą dla metody jest program komputerowy STAMP (2000). Dzięki temu systemowi możliwa jest łatwa identyfikacja trendów wraz z wykonaniem różnych strukturalnych analiz serii. Program ten został przez autorkę użyty przy przeprowadzaniu analiz kwestii problemu.
