PL

Aspekty środowiskowe, bezpieczeństwa i rosnące zatłoczenie na sieci dróg kołowych w Europie powodują potrzebę rzeczywistego promowania przyjaznych dla środowiska gałęzi i technologii transportu - w tym przede wszystkim kolei, transportu kombinowanego i wodnego - do czasu wyrównania warunków konkurencji międzygałęziowej i to głównie poprzez upodmiotowienie kosztów zewnętrznych transportu. Dlatego Unia Europejska w sposób jednoznaczny podkreśla konieczność zmiany struktury gałęziowej europejskiego systemu transportowego na korzyść przyjaznych dla środowiska i życia człowieka gałęzi transportu. Zasada ta - o fundamentalnym znaczeniu dla przyszłości transportu w poszerzonej Unii Europejskiej - powinna być jednym z głównych elementów polityki transportowej Polski, zwłaszcza w świetle akcesji Polski do Unii w 2004 r. W artykule przedstawiono wielkość i strukturę przewozów kombinowanych w Europie, sposoby wspierania rozwoju transportu kombinowanego przez Unię Europejską i wybranych państwach zachodnich. W części końcowej omówiono przesłanki i możliwości rozwoju transportu kombinowanego w Polsce oraz dokonana próby oceny funkcjonowania polskiego rynku transportu kombinowanego po akcesji z Unią Europejską.

The environmental and safety aspects and the growing congestion existing on a road system in Europe cause the need for promoting of environmentally friendly branches and transport technologies, in this especially railways, combined and water transport, until the time when the conditions of inter-branch competition are leveled, mainly my means of making the external costs of transport subjective. That is why the European Union underlines univocally the necessity to change the branch structure of a transport system for the benefit of the environmentally friendly and human life the branch of the transport. This principle having the fundamental significance for the future of transport in the enlarged European Union should be the one of the mayor element for transport policy of Poland, especially in view of Poland's accession to the EU in 2004. In this article there were presented the size and a structure of the combined carriages in Europe, method to support the growth of the combined transport all over the EU and in chosen states of Western Europe. In the final part of this article, there were presented the conditions and opportunities for the growth of the combined transport in Poland and there was also made the attempt for the assessment of functioning the Polish market of the combined transport after Poland's accession to the EU.
