Abstrakty

The main aim of this paper is the projection of future Common Agricultural Policy (CAP) reforms in the EU. The CAP was and still to date is an important joint of the EU countries' integration. The approaches of limiting the financial means support for the agricuIture and rural areas may lead to the beginning of the EU disintegration. Moreover, the increasing costs of globalisation processes cause the need of tightening the co-operation among the countries. In the paper it is stated that the further CAP changes should cause more balanced distribution of the financial means amongst the farms. Altogether the support within CAP should vary but it should maintain the rule of relative freedom in choosing the aims and agricultural and rural areas development criteria. Along with that one should aim at relative increase of the CAP II Pillar which will strengthen the market orientation of the EU agri-food sector and may rise the level of its cohesion. It is in Poland's interest to act against the re-nationalisation of budget expenditure concerning the agriculture and rural areas, as well as the actions for the financial support increase.

Głównym celem artykułu jest projekcja przyszłych zmian Wspólnej Polityki Rolnej UE. Dotychczas ważnym zwornikiem integracji krajów UE była i jest WPR. Próby ograniczania środków na rolnictwo i obszary wiejskie mogą prowadzić do początków dezintegracji tej Wspólnoty. Ponadto rosnące koszty procesów globalizacji stwarzają potrzebę zacieśniania współpracy pomiędzy poszczególnymi krajami. Stwierdzono, że dalsze zmiany WPR powinny dążyć do bardziej równomiernego podziału środków pomiędzy gospodarstwami rolnymi. Jednocześnie wsparcie w ramach WPR powinno być różnorodne przy zachowaniu względnej swobody w doborze celów i kryteriów rozwoju rolnictwa i obszarów wiejskich. Dążyć przy tym należy do relatywnego wzrostu znaczenia II filaru WPR, co wzmocni orientację rynkową europejskiego rolnictwa i może zwiększyć poziom jego spójności oraz obszarów wiejskich. W interesie Polski jest przeciwdziałanie renacjonalizacji wydatków budżetu UE na rolnictwo i obszary wiejskie, jak również działanie na rzecz zwiększenia finansowego wsparcia.
