Nowa Strategia Gospodarcza Rządu została przyjęta w styczniu 2002 r. pod nazwą "Przedsiębiorczość - Rozwój - Praca". Stwierdzono w dokumencie, że obowiązujący system planowania prac badawczo-rozwojowych jest niewystarczająco efektywny oraz istnieje potrzeba opracowania nowego modelu koordynacji planowania i finansowania w tej dziedzinie.

A new Government Economy Strategy was undertaken in January 2002 and called: "Enterprise, Development and Labor." It's stated in the Document that R&D Planning System is not efficient enough, and need a new model of planning and finacial coordination in that area. State owned Research Institutes maintain the basic technological lever of research and development, but there is no efficient transfer path of technology to industry and to private sector of economy. Too large state budget percentage expenditures on research and development activity are carried out by Polish government twice larger than existing in European Union Countries. Ministry of Economy responsible for the industrial technology development propose to keep not more then 50 Research Institutes to create and implement research and development projects into industry. Private sector of R&D Unit will be gradually developed by a selected few possible ways of transformation of the rest of Research and Development Centres and Institutes. Making no profit Units will be liquidated. State owned Agency will be established to manage the policy of R&D Unite and to keep the property salary according to existing law procedures.
