Environmental policy, as well as regional development and agricultural policy in the European Union and in the Member States require access to current information on land use and land cover. In its operational work on monitoring and protecting environment, the European Union used the information gained from several programs, among them the CORINE Land Cover supervised by the European Environment Agency (EEA). Launching in 2002 the GMES program the European Commission decided that all existing programs of collecting data for environment monitoring based on satellite technologies would be implemented within the framework of this initiative. Thus, the GMES took its under umbrella the CORINE Land Cover program. The first service, launched according to the plan in 2008, is monitoring of land cover and land use - Land Core Monitoring Service, providing information about the status and changes in land use (COM 2005; EEA 2006). Thus, updating the CORINE Land Cover databases for the reference year 2006 is implemented within the framework of this service. To meet the ever growing requirements of CORINE Land Cover data users it was decided that the inventory of changes in land use and land cover will be carried out in greater detail than in 2000. It was also decided to use minimum mapping units of different sizes for the CLC2006 and CLC-Change databases. The sizes of 25 ha and 5 ha, respectively, designate different levels of aggregation, different spatial resolution, and thus different scale. The approach to creating the change database, applied in the CLC2006 project, does not result directly from "spatial overlaying" of the CLC2000 and CLC2006 bases, and provides higher resolution of the Changes2000.2006 database in a direct manner, since all changes greater than 5 ha are recorded. Completion of construction of the CLC2006 and Changes2000 .2006 for Europe is scheduled for the first quarter 2009 and Polish data will be available at the end of 2008. The CLC databases are available free of charge on-line via the EEA data downloading services, for Poland the data may be obtained at the Chief Inspectorate of Environmental Protection. Ultimately, it is assumed to share this data within the European infrastructure for spatial information, using European geo-portal. The necessity to launch the fast track service on land use monitoring as the first was connected with the growing interest in spatial land cover data by the European Commission and various institutions cooperating with the Commission. Research on changes in land use and land cover allow to obtain information about the impact of human activity on the environment, in particular of such processes as urbanization and deurbanization, mass tourism, industrialisation, extensification of crop agriculture, transformation of the landscape, afforestation and deforestation, climate change and many others.
