The INSPIRE Directive provides an opportunity to organize information and methods of its use for various purposes, including spatial planning and management. Lack of standards in the area of colleting and making available information concerning competitiveness indices, cohesion and sustainable development makes room for manipulation and not for good evaluation. In addition, in order to keep basic data up to date, changes taking place in space should be monitored. Only then an expert may be useful and a decision maker may take right decisions. For planners and decision makers geoinformation is a new instrument in matters concerning space and its main merits are fast acquisition and processing of information, precision and objectivity. Thus, plans worked out with the use of this instrument may be prepared faster and better - perhaps even cheaper. Meanwhile, from year to year ever less plans are elaborated and. Report on the state of spatial development of the country. published in 2007 revealed that ca 80 per cent of the territory of Poland is built up without plans. Since 1990s liberalization of law in the area of shaping the space has proceeded. Under these circumstances spatial planning loses the features of a system. Besides a pessimistic scenario there is a chance for gradual change in the approach to the role of planning in Poland under the influence of external circumstances
