Geovisualisation in the spatial planning process

The problems of use of Information and Communication Technology (ICT) for the participatory spatial planning have been discussed in the paper. In the framework a project named .Participatory Spatial Planning in Europe, co-financed by the EU's INTERREG IIIC Programme, a number of institutions of Belgium, the Netherlands, Poland, Portugal and Spain are implementing geovisualisation methods at the ongoing planning processes. In Polish case-study two main objectives have been defined, i.e. development of tools supporting public and institutional participation in the spatial planning process and implementation of selected geovisualisation methods in the elaboration and negotiations of the Warsaw.s Metropolitan Plan. The International Association for Public Participation differentiates five levels of so called public participation spectrum, i.e. informing, consulting, involving, collaborating and empowering. The various methods of geovisualisation as well as tools of computer-assisted procedures are adapted to each of these levels. Two main categories of the of methods can be distinguished in relation to the level of public impact to the spatial planning process as well as the way of communication; they are methods supporting public discussion and supporting individual assessment of the plan. One of the most dynamically developing applications of the geovisualisation methods are 2.5D and 3D visualisations. In the framework of the mentioned project, the Virtual LandScape software package of YDreams has been applied. The package performs integration of several information layers, stored in the popular GIS formats and 2.5D visualisation with the complete set of navigation tools for flight over the terrain and interactive manipulation of the distinct objects. The technical solutions assisting an individual assessment of the plan have been oriented to the use of Internet. The original application with functions of the collaborative GIS has been developed for the purpose of the Internet consulting process. The application called Geo-consult supports discussion, consultations and agreements on the spatial plan, which is presented in the form of MapServer. The scope of functions covers displaying and browsing GIS data layers (with the standard GIS functionality), attachment of the comment (in form of text and new GIS object, like point, line or polygon) to selected map object or set of them, as well as management of the collected geo-comments in the GIS database. The most important part of the application consists of the discussion panel, allowing editing of map objects, introducing comments to the given object and integrating them to the geometric representation of the comments stored in the form of shape file at the working database. The panel enables management and display of all geo-comments with the authors signatures. All geo-comments gathered in the special database can be verified and assessed by the planning team and furthermore can be managed at the GIS package environment. Moving the discussion on the plan to the Internet enables involvement of all stakeholders to the planning process. The implementation of the application will have a great impact to the way of plan is elaborated. Access to the plan in Internet with possibility of massive collection of comments and remarks will significantly influence the proliferation of the information on the plan and increase the participation of the public in the planning process. In the end of 2005 the application Geo-consult will be available to the users, which will deliver their comments after registering in the consultation system.
