The paper presents organizational, technical and economic aspects of barriers in managing the Topographic Database (BDT) at the province level. The content of the paper does not include legal matters, as that matter requires separate treating. The paper includes a shortened version of a work plan on managing the BDT for the Silesian province for the nearest several years, and a presentation of selected results of almost annual work, realized according to this plan in the Provincial Geodetic and Cartographic Office (WODGiK) in Katowice. In this plan, a layer-base manner of BDT creation was accepted which complies with TBD Technical Guidelines 2003 in range of individual classes of objects and attributes. The plan is based on:. creation of definite layers of objects for the whole province in next years according to the accepted schedule,. possibly maximum utilization of spatial data from district level, organization of public procurement tenders for the supply of selected data layers, utilization of available and the most current orthophotomaps, . strict cooperation with all branches, who are interested in their own spatial data collection such as: railway, water economy, road management, forestry, etc. . the organizational and technical capabilities of WODGiK in respect of data collection on selected objects and regular maintenance of a database built successively in established annual or biannual cycles of updating for objects divided into several classes of importance. The paper presents selected problems of taking over some layers of objects from district databases and generalization of contents of base maps, cadastral maps in respect of their use for maintaining the BDT. The paper also focuses on economic aspects of creation and management of the BDT, particularly on the problem of usability, in the shortest possible time, of our spatial databases of BDT type, created on the provincial level of the state geodetic and cartographic resource, pushing away on farther plan the problem of a traditional, printed topographical map, as its significance constantly decreases in the age of global computerization. According to us the future belongs to spatial databases of BDT type. What maps will be created on their basis, depends only on users and their needs. Will there also be a place for a traditional topographic map?
