Riots In the suburbs of French cities which took place In November 2005, revealed the essence of the social crisis at the beginning of the 21st century, that is a deeper an deeper social stratification as regards, religious civilizing social and economic diversification and spatial segregation of social This causes the ghettos for poor and rich people are becoming the real parts of the present city structures. The freedom of choice of the dwelling-place is connected with the primordial right of every man to live in such a place which could ensure the best life conditions. However, it does not mean that local authorities cannot initiate their own active sociospalial policy in the name of the well-defined public affair. Today, new habitats arc designed as closed and fenced housing complexes. This results in strengthening the tendency towards degradation of the public space to the rank of the traffic .space. Social functions of the city and of public spaces are fading away with only private spaces gaining advantage. The public spaces are becoming excluded from the city structures. The fundamental postulates related to the idea of a safe city and safe habitat concern liberation of public space from the walls and making it attractive for social use, as well as the necessity of reaching the very sources of threat, and not merely focusing on the defensive functions of habitats. The activities which enforce the idea of safe cities and safe habitats can be as follows: diversification of housing environment according to (he different types of investments and generation of sociopetal spaces, marking districts - symbolical borders of habitats, creation of not-colliding and safe model of the traffic, taking care of the attractiveness of public and private spaces, and deconcentration of the ghettos in the city structures and revitalization of poor city-districts.
