Autor analizuje strategię zaopatrzenia Europy w energię elektryczną, ograniczenia rynków energii i zastanawia się nad przyszłością europejskiej polityki energetycznej. Odnosi się też do nowych wyzwań - stworzenia ponadnarodowej polityki energetycznej zarówno w krajach UE jak i na świecie.

The electricity sector in a global regional and national scale is facing critical challenge of selecting optimal benchmark of sustainable development. EU countries has experienced a restructuring and liberalization process of energy sectors resulted in a market oriented model opposed to the traditional paradigm of vertical integration and centralized energy planning. Although markets are adequate instruments to achieve an efficient allocation of resource and to promote private investments in a short time horizons the resolution of the sustainability challenge requires other complementary instruments of the state interventionism and indicative energy planning.
