PL

Celem europejskiego projektu NATURE-SDIplus (http://www.nature-sdi.eu), realizowanego w ramach programu UE eContentplus (ECP-2007-GEO-317007) jest: a) opracowanie europejskiego profilu metadanych geoprzestrzennych z zakresu ochrony przyrody, zgodnego z normami ISO 19115/119 oraz wytycznymi dyrektywy INSPIRE, b) opracowanie jednolitego w skali Unii Europejskiej modelu zbiorów danych przestrzennych o charakterze tematycznym, umożliwiającego gromadzenie i przetwarzanie w spójnej strukturze danych środowiskowych zgromadzonych w zasobach poszczególnych państw członkowskich UE (głównie dane z Aneksu I - protected sites i III - biogeographical regions, habitats and biotopes, species distribution dyrektywy INSIPRE), c) utworzenie wielojęzycznego geoportalu tematycznego NATURE-SDIplus udostępniającego metadane i dane oraz geoinformacyjne usługi sieciowe w oparciu o dane państw i instytucji partycypujących w projekcie. Funkcjonalność geoportalu tematycznego NATURE-SDIplus oparta będzie na serwisach WWW udostępniającego dane i geoinformacyjne usługi sieciowe zgodnie ze standardami OGC. Interoperacyjność zaproponowanych rozwiązań, a także implementacja rozwiązań zgodnych z koncepcją serwerów katalogowych, pozwoli zarówno na udostępnienie metadanych o stanie aktualności, pokrycia, tematyce, dokładności geometrycznej itp. baz danych tematycznych, jak i na spójny dostęp do danych przestrzennych zgromadzonych w tych bazach. Harmonogram projektu NATURE-SDIplus zakłada cztery etapy realizacji projektu: 1) analizę danych zgromadzonych w zasobach poszczególnych instytucji partycypujących w projekcie oraz analizę potrzeb użytkowników, 2) opracowanie europejskiego profilu metadanych środowiskowych, 3) opracowanie spójnego modelu danych, 4) implementację geoportalu środowiskowego. Należy podkreślić, iż koncepcja funkcjonalności całego systemu informatycznego NATURE- SDIplus, obejmującego obszar całej Unii Europejskiej, powstaje w Polsce. Eksperci związani z firmą Intergraph Polska odpowiadają za opracowanie architektury i funkcjonalności serwisów geoinformacyjnych portalu NATURE-SDIplus w sposób zgodny ze specyfikacjami ISO i OGC oraz zaleceniami dyrektywy INSPIRE . Opracowane rozwiązania zostaną wdrożone w skali europejskiej przez koordynujący realizację projektu GISIG (Geographical Information Systems International Group). Jednym z partnerów projektu NATURE-SDIplus jest Główny Urząd Geodezji i Kartografii, który odpowiada za dostarczenie polskich danych referencyjnych oraz realizuje proces konwersji, generalizacji i aktualizacji danych tematycznych udostępnianych przez Ministerstwo Środowiska.

The objective of the NATURE-SDIplus (http://www.nature-sdi.eu), which has been implemented within the EU Programme eContentplus (ECP-2007-GEO-317007) is to: a) develop the European profile of environmental metadata, in accordance with the ISO 19115/119 standards and the guidelines of the INSPIRE Directive, b) develop a uniform, at the continental level, spatial database model, which would allow for gathering and processing - in the coherent data structure . geoenvironmental data, stored as resources of particular EU member states (mainly data corresponding to the Annex I and III of the INSPIRE Directive), c) create a multilingual thematic geoportal, NATURE-SDIplus, which will distribute metadata and provide geoinformation services based on data from countries and institutions being the project participants. Functionality of the NATURE-SDIplus thematic geoportal will be based on WWW services, providing geoinformation services, according to the OGC standards. Interoperability of proposed solutions, as well as implementation of solutions, compliant with the concept of catalogue servers, will allow for both, distribution of metadata on temporal references, coverage, topics, geometric accuracy etc. of thematic spatial databases, as well as for coherent access to spatial data stored in those databases. The time schedule of the NATURE-SDIplus Project assumes four stages of the Project implementation: 1) Analysis of data stored in resources of particular institutions, which participate in the project and user needs analysis, 2) Development of the European profile of environmental metadata, 3) Development of a coherent data model, 4) Implementation of the environmental geoportal. The Head Office of Geodesy and Cartography and Intergraph Polska play an important role among several dozens of institutions involved in the Project implementation and representing particular EU member states. The role of the representatives of the Head Office of Geodesy and Cartography covers not only delivery of source reference data and its harmonisation with thematic data, made accessible by the Ministry of Environment, but also the care of coherence of the proposed solutions with the Polish profile of metadata. Wide distribution of metadata in the network will contribute to popularisation of knowledge about acquired data and to the increase of commercial use of the data in the future. Utilisation of geoinformation services, compliant with the OGC specifics, contributes not only to wide distribution of data in the NATURE-SDIplus thematic portal, but it is also the way leading to meet the guidelines of the INSPIRE Directive. The multilingual portal of the Project will allow for coherent analysis of data, made available by all institutions participating in the Project. It should be stressed that the concept of functionality of the complete NATURE-SDIplus information system, which covers the area of the entire European Union, has been generated in Poland. Experts cooperating with Intergraph Polska are responsible for development of the architecture and functionality of geoinformation services of the NATURE-SDIplus portal, in accordance with the ISO and OGC specifications and with the recommendations of the INSPIRE Directive. The developed solutions will be implemented at the European scale by the coordinators of the GISIG Project (Geographical Information Systems International Group). Another important element of the Project implementation is integration of geoinformation services, provided in the NATURE-SDIplus thematic services, with the functionality of the official geoportal, being commissioned at the Geodetic and Cartographic Documentation Centre.
